    The Flexible Scheduling Program at Birmingham Seaholm High School operates as almost a school-within-a-school and is therefore dependent on students developing community and self-governance. The Town Hall teaches students the importance of voice and participatory democracy before they reach the age to vote. The Flex Team seeks to inform other educators how to engage students through a town hall setting. (www.theflexprogram.org)
